  • Have either 4,000 hours of public viewing on long videos in the last 365 days or 10 million public views on shorts in the previous 90 days (Monetization of shorts has been possible since last February).

You must also be over 18 years old or have a legal representative, have a linked AdSense account and live in a country where the YouTube Partner Program is available.

And even with all these conditions met, YouTube reserves the right to refuse Monetization.
